Susan Liebermann and Tinus Kruger from CSIR Boutek attended the 9th International Conference on Crime Prevention through Environmental Design (CPTED) held in Brisbane, Australia between 13 and 16 September 2004. This was the official annual conference of the International CPTED Association (ICA), and the theme this year was People and Safer Communities - The CPTED Advantage.

Tinus delivered a paper entitled Public Participation in Developing Countries, based on work conducted by Boutek under the leadership of Susan Liebermann. The paper was jointly written with two other authors, Macarena Rau Vargas from the Ministerio de la Vivienda y Urbanismo in Chile and Robert Stephens of the City of Toronto, Canada. It highlights the importance of public participation when implementing CPTED initiatives in developing countries. Projects in Chile, Brazil and South Africa were discussed to illustrate how poorer communities have been involved with decision making processes.

This paper is a follow-up to two papers which were presented independently at the 2001 CPTED conference by Stephens and Rau and Kruger. The authors realized that they were facing similar challenges within the developing country contexts they were working in and decided to deliver a joint paper on the approaches they were utilizing.

Due to the involvement of South Africa and Chile, there is a keen interest in the research and implementation work conducted in developing countries within the International CPTED Organisation (ICA). A Latin American Chapter of the ICA has just been established, and the CSIR is in the process of establishing and African Chapter.
